The size of the energy gap between the (filled) valence band and the (empty) conduction band is what distinguishes conductors (no gap), semiconductors (small gap), and insulators (large gap).

In the band theory of solids, electrons in a crystal occupy allowed energy bands separated by forbidden energy gaps. The VALENCE BAND is the highest band that is normally filled (or nearly filled) with electrons at absolute zero, and the CONDUCTION BAND is the next higher band, in which electrons (if present) are free to move and conduct electric current.

CONDUCTORS: the valence band and conduction band OVERLAP (there is effectively no forbidden gap between them, E_g approx 0). Electrons can move into the conduction band with essentially no extra energy needed, so conductors have a very large number of free electrons and conduct electricity readily, even at low temperature.
