British industrial policy left India with a stunted, lopsided industrial structure. It destroyed handicrafts, allowed only a few modern industries, built no capital goods base, kept the public sector negligible, and left much of the sector under foreign control — leaving India industrially backward at independence.

The concept: de-industrialisation without re-industrialisation

The defining failure of colonial industrial policy was that it ruined India's traditional handicrafts but did not promote modern industry to take their place. The few modern industries that did appear grew slowly and unevenly.

The main shortfalls

  • Decline of handicrafts with no replacement — the world-famous handicraft industries were destroyed, but no strong modern industry rose in their place, causing unemployment and import dependence.
  • Very slow growth and narrow base — modern industry was limited to a few fields (cotton textiles and jute to begin with, then iron and steel and, later, sugar, cement and paper). The overall growth rate of the industrial sector remained very low.
  • Absence of a capital goods industry — there was hardly any capital goods industry (industries that produce machine tools and machinery). Without this, India could not build machines to promote further industrialisation on its own.
  • A negligible public sector — the operation of the public sector remained very limited, confined largely to railways, power generation, communications, ports and a few departmental undertakings. …
