Phenol > alcohol in acidity because the phenoxide ion is resonance-stabilised while the alkoxide is not.

Concept. The acidity of an –OH compound depends on how stable the anion (conjugate base) formed after loss of H+H^+ is. A more stable anion means a stronger acid.

Phenol. Losing a proton gives the phenoxide ion, in which the negative charge on oxygen is delocalised over the ortho and para carbons of the benzene ring by resonance. This delocalisation stabilises the anion, so phenol readily gives up its proton.
