Despite decades of economic growth, agriculture still employs the biggest chunk of the workforce and the shift towards industry and services has been slow, so the broad distribution of workers across industries has changed only a little since the 1970s.

As economies develop, we expect workers to move out of agriculture into industry and services. Whether that has actually happened in India can be judged by comparing the workforce distribution across sectors over time.
Why the change has been small
- Agriculture still dominates: Even after several decades, the largest share of the workforce is still in agriculture, so the primary sector has not been displaced as the chief employer.
- Slow movement to industry and services: Workers have moved to the secondary and tertiary sectors only gradually; the shares of industry and services have risen, but not sharply.
- Structure broadly stable: Because of this slow shift, the overall pattern of how workers are spread across industries looks broadly similar to the 1970s.
