A haploid, thallus-forming plant with rhizoids and water-dependent motile male gametes is a bryophyte.

Each clue in the description points to bryophytes. The thallus-like body, attached to its surface by rhizoids rather than true roots, is the characteristic gametophyte body of a bryophyte -- bryophytes lack true roots, stems and leaves and instead have root-like, stem-like or leaf-like structures.
