A closed pipe supports only odd harmonics; the left pattern (A-N-A-N, length 3 lambda/4) is the 3rd harmonic and the right is the 5th harmonic, so the frequency ratio is 3 : 5.

For an air column closed at one end and open at the other, the closed end is always a node (N) and the open end an antinode (A). The allowed frequencies are only the odd harmonics: f, 3f, 5f, ... where the fundamental is f1 = v/(4l).
