The categories superior/average/poor can be ranked, but the gap between ranks isn't a fixed, precise measurement — this is ordinal level of measurement.

  3. Test for precise/equal intervals: is the "gap" in skill between superior and average the same fixed amount as between average and poor? No — the categories only tell relative rank, not an exact, consistently-spaced numerical difference.
