Water is unusual: it expands on freezing, so ice has a lower density than liquid water, which is why ice floats.

For most substances, the solid form is denser than the liquid form because the particles pack more closely together on solidifying. Water behaves differently because of hydrogen bonding.

In liquid water, each water molecule forms hydrogen bonds with neighbouring molecules, but the arrangement is somewhat disordered and molecules can pack relatively close together. When water freezes into ice, the water molecules arrange themselves into a rigid, open hexagonal lattice held together by hydrogen bonds, in which each molecule is hydrogen-bonded to exactly four neighbours in a fixed geometric pattern. This open cage-like structure has more empty space than liquid water, so a given mass of ice occupies a LARGER volume than the same mass of liquid water.
