Blocking half a mirror only dims the image, it does not remove half of it. Refraction changes speed and wavelength but never frequency.

Covering the lower half of a concave mirror: Every point of the object sends out rays in all directions, and rays from every part of the object still reach the unblocked (upper) half of the mirror and converge to form the full image — so the complete image is still formed. However, since only half the mirror's surface is now reflecting light, the number of rays contributing to the image is reduced, so the image formed is less bright (dimmer) than before, though its size, shape and position are unchanged.
