1. Meaning of Challenges before the Co-operative Sector
A challenge is a difficulty or problem that stands in the way of achieving a goal and that has to be faced and overcome. When we speak of the challenges before the co-operative sector, we mean the various problems, weaknesses and obstacles — some coming from inside the societies themselves and some from outside — that prevent co-operatives from working efficiently, growing steadily, and serving their members as they were meant to.
The co-operative sector in India, and especially in Maharashtra, grew rapidly with strong government support after independence. This rapid, support-driven growth brought numbers but not always genuine strength: many societies were formed to obtain government help or loans rather than out of real co-operative spirit, and were never firmly rooted in active membership or sound management. Over time this has shown up as a set of recurring problems.
The challenges can be broadly grouped into two kinds:
- Internal challenges — weaknesses within the society itself, such as political interference, poor and unprofessional management, shortage of capital, inactive (dormant) members, lack of member awareness and loyalty, corruption and mismanagement, and poor recovery of loans.
- External challenges — difficulties in the environment the society operates in, such as tough competition from private and public sector businesses, excessive government control and regulation, and changing economic and market conditions. …
