Tobacco is a short-day plant: it flowers only when daily light falls below (and the night rises above) a critical duration; too much light exposure denies it that qualifying dark period, so it stays vegetative.

A short-day plant (SDP) flowers only when the light period in each 24-hour cycle is shorter than a species-specific critical duration — put the other way round, only when the accompanying night is longer than that same critical duration. This is why the response is really governed by night length: it is the leaves' uninterrupted exposure to sufficient darkness that satisfies the plant's flowering requirement, not the daylight period as such. …
