ABA is called the stress hormone because its production increases under environmental stress, and it acts to help the plant conserve resources and survive that stress, chiefly by closing stomata and slowing growth.

Abscisic acid (ABA) is a plant growth regulator that generally acts as a growth inhibitor, in contrast to promoters like auxins and gibberellins. Its levels rise sharply in plant tissues when the plant experiences environmental stress, particularly water deficit (drought). Under such stress, ABA triggers a set of protective, adaptive responses: it causes stomatal closure by acting on guard cells, which drastically cuts down water loss through transpiration and helps the plant conserve its limited water — this is one of the fastest and most well-documented hormonal stress responses in plants.
