As an air bubble rises through water, its height above a fixed reference increases, so its gravitational potential energy increases; this gain is supplied by the work done by the net buoyant force.

The gravitational potential energy of an object of mass mm at height hh above a reference level is PE=mghPE = mgh. As the air bubble moves upward from the bottom of the water body toward the surface, its vertical height hh (measured from the reference, say the bottom) keeps increasing.

Since mm and gg are essentially constant for the bubble, PE=mghPE = mgh increases as hh increases. So the gravitational potential energy of the rising bubble increases continuously as it moves upward, right up until it reaches the surface.
