Import Substituting Industrialization (ISI) — replacing imported manufactured goods with domestically produced ones, protected by tariffs/import restrictions — was adopted by India and many developing countries for several reasons tied to building up their own industrial economies.

Four arguments for Import Substituting Industrialization as a policy of protection:

  1. Protects 'infant industries': New, developing-country industries are typically small and less efficient than long-established foreign competitors; protection (tariffs/quotas on imports) gives them room to grow, achieve economies of scale, and become competitive over time, without being crushed in their early, vulnerable stage.

  2. Saves scarce foreign exchange: Producing goods domestically instead of importing them reduces the outflow of foreign exchange, which is especially valuable for developing countries like India that have limited foreign exchange reserves and need to prioritise their use for essential imports (like capital goods, technology, petroleum).

  3. Promotes domestic industrialisation and self-reliance: Building a domestic manufacturing base (reducing dependence on imports, especially of capital goods) was viewed as essential to becoming an economically self-reliant, diversified, modern economy rather than remaining a supplier of raw materials.
