Operation Flood was a landmark programme of dairy cooperativisation that replicated the successful Amul model nationwide, building a three-tier cooperative structure (village societies, district unions, state federations) which eliminated exploitative middlemen, gave farmers remunerative prices, and made India self-sufficient in, and the world's largest producer of, milk.

Launched by the NDDB starting in 1970, Operation Flood organised millions of small, marginal farmers (including landless labourers) into village-level dairy cooperative societies. These village societies procured milk from member-farmers at fair prices, processed it at district-level cooperative unions, and marketed it through state-level federations directly to consumers in large cities, cutting out private traders/middlemen who had earlier captured much of the surplus.
