By Boyle's Law, the balloon can expand up to 9.6 L before it bursts; an adiabatic process is one in which no heat is exchanged with the surroundings.

(a) Maximum volume before bursting:

At constant room temperature, Boyle's Law applies: P1V1=P2V2P_1V_1 = P_2V_2.

Given: P1 = 1 bar, V1 = 2.40 L, P2 = 0.25 bar (bursting pressure), find V2.

1×2.40=0.25×V21 \times 2.40 = 0.25 \times V_2

V2=2.400.25=9.6 LV_2 = \dfrac{2.40}{0.25} = 9.6\ \text{L}

So the balloon can be expanded up to a volume of 9.6 L before the pressure inside drops to 0.25 bar and it bursts (as the balloon expands at constant temperature and constant amount of gas, its internal pressure falls, per Boyle's Law).
