Consumer disputes are resolved through a three-tier system — District, State and National Commissions — organised by the monetary value of the claim, with appeal moving upward and finally to the Supreme Court.

The Consumer Protection Act establishes a three-tier quasi-judicial machinery to redress consumer grievances:

  1. District Consumer Disputes Redressal Commission — set up in each district, it is the first level of redressal and entertains complaints where the value of goods/services and compensation claimed falls within a defined (lower) monetary limit. An aggrieved party unsatisfied with its order can appeal to the State Commission.
  2. State Consumer Disputes Redressal Commission — set up at the state level, it handles complaints above the District Commission's monetary limit (up to a higher ceiling), and also hears appeals against District Commission decisions. Appeals against State Commission orders can be made to the National Commission.
  3. National Consumer Disputes Redressal Commission — the apex redressal body, it entertains complaints above the State Commission's monetary limit, and hears appeals against State Commission orders. A further appeal against a National Commission order lies with the Supreme Court of India. …
