Planning and controlling are closely linked — planning fixes the goals and standards in advance, and controlling is the function that later measures actual results against exactly those standards. So planning establishes the base or standard for controlling, not for organizing, staffing or directing (though planning does influence those too, the "standard for comparison" role is specifically controlling's).

Think of it step by step: planning decides what is to be achieved (e.g. "produce 10,000 units this quarter," "keep wastage under 2%"). Those planned figures are the standards. Later, the controlling function measures what was actually achieved, compares it to the planned standard, finds the deviation, analyses the cause, and takes corrective action. Without planning, there would be no standard to control against — control would have nothing to compare performance to.
