Planning and controlling are inseparable — planning sets the benchmark for control, and control's feedback improves future planning.

Planning and controlling are often called the twin functions of management because of their deep interdependence:

  1. Planning precedes controlling — Controlling requires a standard to compare actual performance against. That standard (targets, budgets, quality norms) is set only by the planning function. Without a plan, there is nothing concrete for control to measure performance against.
  2. Controlling follows and supports planning — Controlling measures actual performance, compares it with the planned standard, identifies deviations, and takes corrective action. This process keeps the organisation on track to achieve the plan.
  3. Controlling improves future planning (feedback) — Information gathered during controlling (what went wrong, what worked, what assumptions were off) becomes valuable input for preparing better, more realistic plans in the future, closing the loop between the two functions. …
