Setting objectives: The process begins by clearly stating what the organisation (or a unit within it) wants to achieve — objectives should be specific and stated in clear, verifiable terms.

Developing premises: Planners next lay down the assumptions about the future internal and external environment (planning premises) on which the plan will be based, and ensure everyone involved in planning agrees on these assumptions.

Identifying alternative courses of action: Rather than settling for the first idea, planners list out the various possible ways the objective could be achieved.

Evaluating alternative courses: Each alternative is then weighed against the others for its strong and weak points, in light of the premises set and resources available.

Selecting an alternative: The best alternative — or sometimes a combination of a few — is chosen as the actual plan of action.
