Pre-1991 economic policy rested mainly on Import Substitution and strict Industrial Licensing, both aimed at building self-reliant domestic industry under close state control.

Under the planning regime pursued till 1991, India followed an inward-looking, state-directed industrial strategy, with two defining features:

  1. Import Substitution Policy — The government protected domestic industries from foreign competition using high tariffs and strict import quotas on goods that could be produced within the country, with the aim of achieving self-reliance and building a domestic industrial base rather than depending on imports.

  2. Industrial Licensing / Regulation ('License-Permit Raj') — Private sector investment required government licences specifying what to produce, how much to produce, and where to set up the unit. Certain industries were reserved exclusively for the public sector, and large firms (under the MRTP Act) were further restricted, in order to achieve balanced regional development and to prevent the concentration of economic power in a few private hands. …
