No — an inward-looking trade strategy is poorly suited to the era of globalisation, because it works against the very openness and interdependence that globalisation is built on.

Justifying the view:

  1. Globalisation is defined by openness and integration, i.e. the free flow of goods, services, capital, technology, and labour across borders. An inward-looking strategy — relying on high tariffs, import restrictions and self-sufficiency to protect domestic industry — runs directly against this trend of integration, cutting a country off from the opportunities globalisation offers.

  2. Loss of access to foreign capital, technology and best practices. By discouraging imports and foreign investment, an inward-looking approach denies domestic firms access to superior foreign technology, managerial expertise, and investment capital — all of which are freely available to countries that embrace globalisation.

  3. Protected industries tend to remain inefficient. Shielded from foreign competition behind tariff walls, domestic industries in an inward-looking regime often lack the competitive pressure needed to innovate, cut costs, and improve quality — leading to technological stagnation (a problem India itself faced during its pre-1991 import-substitution phase).

  4. Cannot exploit comparative advantage or export-led growth. In a globalised world, countries benefit enormously from specialising in and exporting what they produce most efficiently (comparative advantage) and tapping into large world markets. An inward-looking strategy foregoes these export-led growth opportunities, which have been central to the rapid growth of many globalising economies.
