Part (a)

The statement is correct. Before 1991 India followed an inward-looking, protectionist policy; the reforms of 1991 comprehensively changed the trade and investment framework. Two arguments justify this:

  1. Removal of quantitative restrictions and reduction of tariffs (trade liberalisation). Before 1991 imports were tightly regulated through import licensing, quotas and very high tariffs, which protected domestic firms but bred inefficiency. The reforms removed licensing for most goods, dismantled quantitative restrictions and drastically reduced tariff and customs duties. This opened up trade, exposed Indian producers to global competition and gave them access to imported inputs and technology — a fundamental change in trade policy.
  2. Liberalisation of foreign investment policy. Earlier, foreign direct investment (FDI) was viewed with suspicion and foreign equity was severely restricted and needed case-by-case approval. After 1991 the government permitted automatic approval for FDI in a large number of industries, raised the permissible foreign equity limits and simplified procedures to attract foreign capital.
