But because they use different base years and measure different baskets, they cannot be compared directly without converting to a common base.
(i) Comment on the relative values
| Year | CPI-IW (1982=100) | CPI-AL (1986–87=100) | WPI (1993–94=100) |
|---|---|---|---|
| 1995–96 | 313 | 234 | 121.6 |
| 1999–00 | 428 | 306 | 145.3 |
| 2003–04 | 500 | 331 | 175.9 |
- All three show a steady upward trend — prices (retail and wholesale) rose continuously through the period, i.e. persistent inflation.
- The CPI figures are much larger than the WPI figures, but that is mainly because they start from earlier base years (1982 and 1986–87) — more years of price rise are built into them — not necessarily because retail prices rose more in absolute terms.
- Over the period, CPI-IW roughly rose from 313 to 500 and WPI from 121.6 to 175.9; retail cost-of-living indices grew somewhat faster than the wholesale index.
(ii) Are they comparable?
No, not directly. They cannot be compared as they stand because:
- They have different base years — 1982, 1986–87 and 1993–94 — so 100 means a different starting point for each. …
