d-block variability comes from comparable d/s orbital energies (successive states differ by 1); p-block variability (mainly among heavier members) comes from the reluctance of the ns2 pair to bond (inert-pair effect, so states differ by 2).

In transition metals, the (n−1)d and ns orbitals are close enough in energy that electrons from either can be lost/involved in bonding, so a transition element can show a range of oxidation states as different numbers of d and s electrons are removed — and successive oxidation states typically differ by one unit (e.g. Fe²⁺/Fe³⁺, Mn²⁺ through Mn⁷⁺), because each additional d electron removed is roughly comparable in energy cost.
