Concentrated (cold) HNO3 makes iron 'passive' by forming a thin, unreactive protective oxide layer on its surface, so iron then does not dissolve in or react further with the acid.

When iron is treated with cold concentrated nitric acid, instead of dissolving, a very thin, tough, and impervious layer of iron oxide (mainly Fe3O4) forms on the metal surface. This oxide film protects the underlying metal from further attack by the acid - the iron is said to have become 'passive' (this is called passivation).
