Fixing environmental damage uses up scarce resources that could have gone to other valuable uses. That foregone value — spending diverted from development to health care, clean-up and finding resource substitutes — is the opportunity cost of correction.

Why correction carries an opportunity cost

The opportunity cost of any activity is the value of the next-best alternative given up. Correcting environmental damage is costly, and the resources it absorbs cannot simultaneously be used for anything else. Hence correction always involves an opportunity cost.

  • Health expenditure. The rising pollution of air and water has increased diseases. Correcting the situation requires large spending on health care to treat and protect people from polluted surroundings.

  • Cost of resource substitution. Intensive extraction has depleted vital renewable and non-renewable resources. Huge amounts must now be spent on research and technology to explore new resources and develop substitutes for the ones exhausted.

  • Cost of restoration. Reversing degradation — cleaning rivers, restoring forests, controlling pollution — demands enormous funds and effort.
