Human capital is formed by investing in people. The five factors that contribute to it are spending on education, health, on-the-job training, migration and acquiring information.

Concept

Human capital formation is the process of building up the stock of skill, knowledge and good health in a population. It happens through deliberate investment in human beings, and the chapter identifies five sources.

The factors

1. Expenditure on education

Spending on schooling, higher education and technical training is the most important source. It directly raises knowledge, skills and productivity.

2. Expenditure on health

Spending on preventive medicine, curative medicine, social medicine, clean drinking water and good sanitation keeps people fit, so they can work more effectively and for longer.

3. On-the-job training

Firms train workers on the job — through experience under a supervisor or through off-site training. The added skill raises productivity by more than the cost of training, so firms recover the expense.
