1. Higher output and a marketable surplus

4. Use during times of shortage

These stocks act as the nation's food insurance. In years of drought, floods, crop failure or other shortages, the government can release grain from the buffer stock — through the public distribution system — so that:

  • food remains available to the people, and
  • foodgrain prices are kept in check rather than soaring in a bad harvest year.
