Disability is a long-term, functional condition — distinguished from a disorder by being about LASTING limitation in daily life, not a treatable medical characteristic.
The chapter defines disability as "a very vast" term that "encompasses all kinds of physical impairments, activity limitations, and participation restrictions" — a condition producing a long-term impairment affecting activities of daily living such as eating, walking, and maintaining personal hygiene. Globally, around 15% of the population — over a billion people — lives with some form of disability, with 2-4% experiencing significant difficulty; this is projected to reach 2 billion by 2050.
Disability can arise in different ways: it may be congenital (present from birth), may occur later during a person's life, may be invisible (not easily noticeable, e.g. Dyslexia), or may be temporary (recovery is possible). The underlying impairment behind a disability can be cognitive, developmental, intellectual, mental, physical, sensory, or a combination of these. Legally, India's Rights of Persons with Disabilities Act 2016 defines disability as a long-term physical, mental, intellectual or sensory impairment which, in interaction with barriers, hinders full and effective participation in society on an equal basis with others — a definition that places the problem partly in the PERSON and partly in the BARRIERS society creates.
