The Cauvery river system is the single most important source of irrigation for Tamil Nadu's fertile delta region. Water drawn from the Cauvery, through a network of canals and anicuts (diversion structures built across the river to raise its water level and direct flow into canals), has sustained intensive paddy cultivation in the Thanjavur delta for centuries — a major reason this tract became known as the "rice bowl of Tamil Nadu." Reliable Cauvery water has, in effect, made possible a level of agricultural productivity in the delta that would not be achievable through rainfall alone.

Because the Cauvery originates in the state of Karnataka and flows through Tamil Nadu before reaching the sea, the two states depend on the same river for their respective irrigation needs, which has made the sharing of its waters a matter of long-standing and considerable inter-state sensitivity. This is one of the longest-running river-water disputes in India, involving legal proceedings and tribunal awards over an extended period, and it periodically becomes a matter of public and political attention in both states, particularly in years of poor rainfall.
