The force needed to keep a stone revolving in a circle increases with the radius of the circle, so a longer string needs a larger applied force (tension) than a shorter one, at the same angular speed.

When a stone is whirled in a horizontal circle at the end of a string, the string tension supplies the centripetal force needed to keep it moving along the circular path rather than flying off in a straight line (Newton's First Law). This required force is

F = momega^2r (in terms of angular speed omega and radius r)

If the person swings the stone at roughly the same angular speed omega whether the string is long or short, then since F is directly proportional to r, a stone on a LONGER string (larger r) requires a proportionally LARGER force to keep revolving at that same rate -- meaning greater tension has to be supplied by the hand/arm, which is felt as being 'harder' to revolve.
