Expanding functions of the state — the modern government has taken on far more welfare responsibilities (education, public health, social security, subsidies) than the traditional, minimal 19th-century state, which mainly confined itself to defence and law-and-order; each new welfare function adds a fresh, ongoing spending commitment.
2. Population growth and urbanisation — a larger population, and a larger share of it living in cities, requires more spending on schools, hospitals, roads, housing, water supply and sanitation, simply to maintain the same per-person level of public services.
3. Defence and development needs — modern defence equipment and technology are far costlier than in earlier periods, and a developing economy needs continuous, large-scale spending on infrastructure (power, irrigation, transport) to sustain growth.
