Consumer Responsibilities
Think about the last time you bought something — a phone, a snack, a pair of shoes. You probably checked the price, maybe the brand, and handed over the money. But did you check the expiry date? Did you ask for a bill? Did you read the terms of the warranty? Most of us don't. We assume the seller will be honest, and that if something goes wrong, someone else will fix it.
That assumption is the problem. In the marketplace, the seller has a clear interest — to make a profit. That interest does not always align with your interest as a buyer. Consumer responsibilities are the set of duties you, as a buyer, must perform to protect yourself and to keep the market fair for everyone. They are the flip side of consumer rights — you cannot demand your rights if you do not fulfil your responsibilities.
What the NCERT says
The NCERT textbook for Class 10 (Economics, Chapter 5) and Class 12 (Business Studies, Chapter 12) lists six core consumer responsibilities. They are not legal punishments — they are practical habits. Here they are, in plain language:
- Be aware. Before you buy, gather information about the product — its quality, price, ingredients, safety features, and alternatives. A responsible consumer does not buy blindly.
- Think critically. Do not fall for exaggerated advertisements or "limited period" pressure. Ask: Do I really need this? Is the price fair? Is the claim realistic?
- Insist on a bill or cash memo. This is not a formality. The bill is your only proof of purchase. Without it, you cannot complain, exchange, or claim a warranty.
- Check the product thoroughly. Look for the MRP, expiry date, manufacturing date, ISI/Agmark/FSSAI marks, and any defects. Do this before paying.
- Use the product safely and as instructed. Read the manual. Follow usage guidelines. Misuse voids your right to complain.
- Speak up when cheated. If you are sold a defective product, short weight, or false claim, file a complaint with the seller first, then with the consumer forum if needed. Silence encourages fraud.
Consumer responsibilities are not optional moral advice — they are the practical foundation of the Consumer Protection Act, 2019. The law gives you rights, but it expects you to act with care and honesty in return. A consumer who never asks for a bill has, in practice, given up their right to redress.

Consumers should look for the Hallmark on jewellery — the certification mark of purity for gold and precious-metal articles.
Quality certification marks assure a buyer that a product meets prescribed standards. For jewellery / gold articles, the relevant mark is the Hallmark (issued under the Bureau of Indian Standards), which certifies the purity (fineness) of the precious metal. A careful consumer, discharging th …
- CBSE 2026Set 66/1/11 markMCQQ.Ravi purchased gold jewellery from a reputed jewellery store. He ensured that the jewellery had a hallmark which confirm its purity and authenticity. To avoid paying goods and services tax (GST) he asked the salesperson to write the gold weight and making charges on a slip of paper and hand over it to him. Which of the following responsibilities of a consumer was not fulfilled by Ravi while purchasing jewellery ? (A) Be aware about various goods and services available in the market so that an intelligent and wise choice can be made. (B) Ask for a cash memo on purchase of goods and services. (C) Buy only standardized goods as they provide quality assurance. (D) Assert yourself to ensure that you get a fair deal.
›Reveal solutionSolution
Ravi failed to ask for a proper cash memo, deliberately avoiding documentation to evade GST — a violation of the consumer's responsibility to insist on bills and receipts for every transaction.
Consumer rights come hand-in-hand with consumer responsibilities. The consumer movement in India, which gained momentum in the 1970s and was formalized through the Consumer Protection Act of 1986 (later updated in 2019), recognizes that an informed, vigilant consumer is essential for a fair marketplace. While consumers enjoy six fundamental rights — the right to safety, information, choice, redressal, consumer education, and representation — they also shoulder certain duties that keep the system honest and transparent.
Ravi's case is instructive. He did several things correctly: he chose a reputed store, verified the hallmark (ensuring standardized quality), and presumably made an informed choice about the product. These actions reflect awareness, a preference for quality assurance, and an assertion of his right to authentic goods. But his decision to avoid a proper cash memo in order to dodge GST payment is where he stumbled.
The responsibility to ask for a cash memo is not a trivial formality. A cash memo or bill serves multiple purposes. It is proof of purchase, essential for warranty claims, returns, or complaints. It creates a paper trail that holds sellers accountable and ensures they declare their sales, pay taxes, and operate within the law. When a consumer colludes with a seller to skip documentation, both parties undermine the tax system and the broader economy. The government loses revenue meant for public services, and the informal, unaccounted economy grows at the expense of transparency.
NoteThe hallmark on gold jewellery is a Bureau of Indian Standards (BIS) certification that guarantees purity (in carats) and protects consumers from adulteration. Ravi was right to insist on it. …
- CBSE 2025Set 66/4/11 markMCQQ.Read the following statements carefully : Statement I : While buying electrical appliances, a consumer should buy only ISI mark products. Statement II : It is the responsibility of a consumer to buy only standardised goods as they provide quality assurance. In the light of the given statements, choose the correct alternative from the following : (A) Statement I is true and Statement II is false. (B) Statement I is false and Statement II is true. (C) Both Statement I and Statement II are true. (D) Both Statement I and Statement II are false.
›Reveal solutionSolution
Both statements are true: consumers should prefer ISI-marked electrical goods for safety, and buying standardised products is indeed a consumer responsibility that ensures quality assurance.
The question touches on two dimensions of consumer awareness—the practical wisdom of choosing certified products and the broader responsibility consumers bear in the marketplace. Understanding both helps us see why informed purchasing decisions matter not just for individual safety but for market integrity.
Statement I advises that when purchasing electrical appliances, a consumer should opt for products bearing the ISI mark. The Indian Standards Institute (now Bureau of Indian Standards, BIS) certification indicates that a product has been tested and meets prescribed safety and quality standards. Electrical goods carry inherent risks—faulty wiring, substandard materials, or poor design can lead to short circuits, fires, or electric shocks. The ISI mark serves as a reliable filter, signaling that the appliance has undergone rigorous testing. For items like heaters, irons, switches, and wiring accessories, this mark is not merely a suggestion but often a legal requirement. Choosing ISI-marked products is therefore sound consumer practice, grounded in both safety and regulatory compliance. …

- CBSE 2024Set 66/3/11 markMCQQ.Niyati is working as a teacher in a school in Mansarovar Garden. She always tells the children at the school not to pollute the environment, and not to throw wrappers of chips and chocolates here and there. She always carries a bag with her to collect the wrappers and put them in the dustbin. By doing this, which responsibility of a consumer is she discharging : (A) Reading labels carefully (B) Asserting to get a fair deal (C) Respecting the environment (D) Being honest in the dealings
›Reveal solutionSolution
Niyati's practice of collecting wrappers and teaching children not to litter directly fulfills the consumer responsibility of respecting the environment.
Consumer rights and responsibilities form two sides of the same coin. While we often hear about the six fundamental rights that protect consumers — the right to safety, to be informed, to choose, to be heard, to seek redress, and to consumer education — the movement also recognizes that consumers carry certain duties toward society and the marketplace. These responsibilities ensure that the system of exchange remains fair, sustainable, and ethical.
One of the core responsibilities outlined in consumer education is respecting the environment. This duty acknowledges that consumption does not happen in a vacuum. Every product we buy, use, and discard has an environmental footprint. Packaging materials, especially plastic wrappers from chips, chocolates, and other convenience foods, contribute significantly to pollution when disposed of carelessly. A responsible consumer understands that her choices and actions affect not just her immediate surroundings but the larger ecosystem.
Niyati embodies this responsibility in two ways. First, she practices what she preaches by carrying a bag to collect wrappers rather than discarding them carelessly. This simple act prevents litter, reduces the burden on public spaces, and ensures waste reaches proper disposal channels. Second, she educates the children under her care, instilling in them an awareness that will shape their behavior as future consumers. Teaching the next generation to avoid polluting the environment multiplies the impact of her individual action.
Let's briefly consider why the other options don't fit:
- Reading labels carefully pertains to being an informed consumer who checks for quality marks, expiry dates, ingredients, and manufacturing details before purchase. …

Careful buying, caution against false advertisements and awareness of rights are all responsibilities of a consumer, so the answer is (D).
Along with rights, consumers have responsibilities such as: not making hurried purchase decisions, being cautious about false and misleading advertisements, being aware of their rights, asking for a cash memo/bill, checking the quality and standard marks, and filing genuine complaints when cheated. The first three are listed here as separate options, so …

The blank is filled by ISI mark: 'Look for the ISI mark on electrical goods.'
Among a consumer's responsibilities is to look for standard quality-certification marks while purchasing. - CBSE 2024Set ANNUAL1 markQ.Why should a consumer insist on Cash Memo or Receipt on purchase of goods ?
›Reveal solutionSolution
A cash memo or receipt is documentary proof that a purchase was made from a particular seller on a particular date, and it is essential evidence for lodging any complaint or claim later.
A consumer should always insist on a cash memo or receipt at the time of purchase because:
- It is proof of purchase — it establishes that the goods were bought from that specific seller, on that date, at that price.
- It is essential for redressal — if the goods later turn out to be defective or the service deficient, the cash memo is needed as evidence to file a complaint with the seller, or before a Consumer Forum/Commission; without it, a consumer cannot substantiate their claim.
- It helps in availing guarantee/warranty — many products carry a guarantee or warranty that can only be claimed on production of the original purchase receipt. …

›Reveal solutionSolution
The correct option is 'All the above'.
Just as consumers have rights, they also have certain responsibilities that help them protect themselves and support the overall cause of consumer protection:
- Buy carefully, not in haste — a consumer should take time to compare quality, price, and features before purchasing, rather than buying impulsively.
- Be aware of their rights — a consumer who does not know their rights (to safety, information, choice, redress, etc.) cannot effectively exercise or defend them.
- Beware of false and misleading advertisements — consumers need to verify claims rather than blindly trusting advertising, since exaggerated or deceptive claims are a known hazard in the market. …
