The District Forum (District Commission) is the lowest tier of the three-level consumer-redressal machinery, set up in each district to hear complaints up to a prescribed value, with appeal to the State Commission.

The District Forum — called the District Consumer Disputes Redressal Commission under the Consumer Protection Act, 2019 — is the lowest of the three-tier grievance-redressal system (District → State → National):

  • It is set up by the State Government in each district, and consists of a President and other members.
  • A consumer files a complaint here when the value of the goods/services paid for, together with the compensation claimed, does not exceed ₹1 crore (the pecuniary limit fixed under the 2019 Act).
  • After hearing both parties and examining the goods if necessary, it passes an order (for repair, replacement, refund, compensation, etc.).
  • A party dissatisfied with its order can appeal to the State Commission. …
