MBO's chief limitations are that it is time-consuming, adds paperwork, creates reward-punishment pressure, struggles to set verifiable goals, depends on top-management support/training, and can turn rigid and short-term in focus.

Management by Objectives is an approach in which superiors and subordinates jointly set objectives, work towards them and periodically review performance against them. Despite its merits it has important limitations:

  1. Time-consuming: The joint goal-setting, frequent meetings and periodic reviews take up a great deal of managers' and subordinates' time.
  2. Increase in paperwork: MBO generates a large volume of forms, reports, bulletins and records, adding to administrative work.
  3. Reward-punishment pressure: When goal achievement is tightly linked to rewards and penalties, it creates fear, stress and tension and may push people to set easy targets.
  4. Difficulty in setting verifiable goals: Not every objective can be stated in clear, measurable terms; vague or unrealistic goals weaken the whole exercise, and superiors and subordinates may not easily agree. …
