Self-reliance means depending on our own production rather than on imports and foreign aid. For a country just freed from colonial rule, it was necessary to guard hard-won political independence, to avoid the dangers of relying on unreliable foreign supplies, and to save scarce foreign exchange.

What self-reliance means

Self-reliance as a planning goal meant avoiding imports of those goods that could be produced in India itself, and reducing dependence on foreign aid. It did not mean shutting the country off completely, but it did mean building the domestic capacity to meet the nation's needs — above all in food and in industrial goods.

Why it was necessary for a developing country like India

  1. To safeguard political independence. India had only just emerged from nearly two centuries of colonial rule. Leaders feared that heavy dependence on other countries for essential goods could compromise the country's sovereignty and expose it to outside pressure.
  2. Reliance on imports is risky. Depending on foreign countries for food or key products is dangerous, because those supplies can be interrupted (for example, in a war or a political dispute) or made conditional. A poor country cannot afford to be at the mercy of others for its basic needs.
  3. To conserve foreign exchange. India's foreign-exchange reserves were meagre. Spending them on imports of goods that could be made at home would drain those scarce reserves; producing at home saved them.
  4. To build domestic industry. Protecting and developing home industries would create capacity, skills and employment within the country.
