Agriculture and the reform process
The economic reforms did not give much direct attention to agriculture, even though a large part of the population depends on it. Several features of the reform period harmed the sector.
Reasons agriculture was adversely affected
- Fall in public investment: Public investment in agriculture, particularly in infrastructure such as irrigation, power, roads, market linkages and agricultural research and extension, was reduced during the reform period. Weak infrastructure held back agricultural growth.
- Removal of subsidies: The reduction and removal of subsidies, for example on fertilisers, raised the cost of production for farmers and made cultivation less profitable.
- Liberalisation and reduced import duties: Because of liberalisation and the reduction in import duties on agricultural products, Indian farmers had to compete with cheaper imported agricultural goods, which lowered the prices they received.
- Shift to export crops: There was a policy shift in favour of producing cash crops and export crops in place of food crops for the domestic market. This shift raised the prices of food grains and exposed farmers to the ups and downs of international prices. …
