Independence in August 1947 was accompanied by Partition — the division of British India into India and Pakistan — and this created immediate economic difficulties on top of the long-standing weaknesses India had inherited from colonial rule, such as poverty, low literacy and a narrow industrial base.

One set of difficulties arose because Partition split apart economic regions that had previously functioned as linked units. For example, areas that grew raw jute ended up on one side of the new border while jute-processing mills that depended on that raw material ended up on the other, breaking an established supply chain overnight. Similar disruptions occurred with other resource-rich and agriculturally significant tracts, including canal-irrigated farming regions that were divided by the new boundary. …
