(a) Role of Small Scale Industries (SSIs) in economic development.

  1. Employment generation — SSIs are labour-intensive and create large employment with relatively little capital, which suits a labour-surplus country like India.
  2. Equitable distribution of income and wealth — ownership is widely spread, so income and economic power are more evenly distributed than under large industry.
  3. Mobilisation of local resources and capital — they use small local savings, skills and raw materials that would otherwise remain idle.
  4. Balanced regional development — SSIs can be set up in rural and backward areas, reducing regional imbalances and rural-urban migration.
  5. Promotion of entrepreneurship — they nurture new entrepreneurs and self-employment.
  6. Support to large industries — they supply components, parts and services (ancillary units) to big industries.
  7. Contribution to exports — many small units (e.g. handicrafts, garments) earn valuable foreign exchange.

(b) Arguments against LPG (Liberalisation, Privatisation, Globalisation).

  1. Jobless growth — output has grown but not enough employment has been created for the growing labour force.
  2. Neglect of agriculture — reforms focused on industry and services, while agriculture received less support, hurting farmers.
