(a) Characteristics of Human Resource — any five:

- Can be developed: unlike other resources that only wear out, human resource can be trained and developed so that its value and productivity actually increase over time.
- A scarce resource: competent, skilled and talented people are limited in supply and difficult to replace, making human resource precious.
- Performance depends on motivation and relations: their output rises or falls with motivation, morale, leadership and good human relations, not merely with orders.
