Ordinal Utility is the idea that a consumer cannot measure satisfaction in exact cardinal numbers (utils) but can only rank or order different combinations of goods according to his preference — stating that he prefers one combination to another, or is indifferent between them. It is the foundation of the indifference-curve approach to consumer behaviour, developed by J.R. Hicks and R.G.D. Allen, in contrast to the cardinal (measurable) utility approach of Marshall.

Meaning of Ordinal Utility

Ordinal utility means that utility can be expressed only in terms of rank or order of preference, not in absolute numbers. A consumer can say that he prefers bundle A to bundle B, or that A and B give him equal satisfaction, but he cannot say exactly how many 'utils' each gives. This differs from cardinal utility, which assumes satisfaction can be measured in precise numbers.
