APE's defining idea is EQUIVALENCE of experience, not a lesser version of PE — achieved by modifying instruction, resources, space and environment to match each student's actual ability.
Definition: Section 4.4.1 defines Adapted Physical Education as "the art and science of developing, implementing, and monitoring a carefully designed Physical Education instructional programme for a learner with a disability, based on a comprehensive assessment, to give the learner the skills necessary for a lifetime of rich leisure, recreation, and sport experiences to enhance physical fitness and wellness."
Scope: APE generally refers to school-based programmes for students aged 3-21, structured to make PE and sport accessible to all with modified instruction, resources, space and environment matched to the student's ability — though per Adapted Physical Education National Standards (APENS), it is safe and beneficial even for infants/toddlers needing early intervention, and for people of all ages, not just school-aged students.
The core idea: per APENS, APE is Physical Education "adapted or modified, so that it is as appropriate for the person with a disability as it is for a person without a disability." This is the key conceptual point — APE is not a watered-down substitute for "real" PE, but a genuinely EQUIVALENT experience, engineered through comprehensive assessment and individual planning to be safe, achievable and enjoyable, and therefore a successful experience for that specific learner.
Delivery: based on assessment, students may be served through a general PE programme (minor adjustment), a modified PE programme (more significant rule/equipment/space changes), or a specially designed PE programme (dedicated equipment and support) — whichever actually achieves genuine, safe participation for that student.
Adapted Physical Education is PE specifically designed, through comprehensive assessment, to be as safe, achievable and successful for a learner with a disability as ordinary PE is for a learner without one — delivered through general, modified, or specially designed programmes as the individual student's ability requires, and valuable across ages 3-21 and beyond.
