Surface tension makes a liquid minimise its surface area, and a sphere has the least surface area for a given volume - so small drops and bubbles become spherical.

The free surface of a liquid behaves like a stretched elastic membrane because of surface tension. Surface tension arises from the attractive forces between the liquid molecules and always acts to reduce the surface area of the liquid to the smallest possible value (because a smaller surface area corresponds to lower surface energy, the stable state).

Now, for a given (fixed) volume of liquid, the geometric shape that has the minimum surface area is a sphere. So to make its surface area (and hence its surface energy) as small as possible, a free liquid drop or a bubble naturally takes on a spherical shape.
