Waterproofing agents raise the contact angle so water does NOT wet the surface; water-wetting agents lower the contact angle so water DOES wet the surface.

The angle of contact (θ\theta) is the angle between the tangent to the liquid surface at the point of contact and the solid surface, measured inside the liquid. It decides whether a liquid wets a solid surface:

  • θ<90°\theta < 90°: the liquid wets the surface (spreads out), e.g. water on clean glass.
  • θ>90°\theta > 90°: the liquid does not wet the surface (beads up), e.g. water on a greasy/waxy surface or mercury on glass.

Certain chemical agents can change this angle of contact:

Waterproofing agents (e.g. wax, silicone coatings) increase the angle of contact between water and the treated surface, pushing it above 90°, i.e. making the surface effectively non-wettable by water. Water then forms rounded droplets that roll/run off instead of soaking in. This is used to treat tent fabric, raincoats, umbrellas, and shoes.
