An air bubble inside a liquid has only ONE liquid surface (curved interface), so its excess pressure is P = 2T/r — half the value for a soap bubble in air, which has two surfaces.

Surface tension causes a curved liquid surface to behave like a stretched elastic membrane, so the pressure just inside a curved surface is always greater than just outside it — this difference is the excess pressure.
