Modernisation can seem to fight against employment: new machines replace human labour. But modernisation is not only mechanisation — it is also new technology and changed social attitudes that lift productivity and can create new jobs. So the contradiction is partly real in the short run but not absolute.

What modernisation means

As a planning objective, modernisation has two sides:

  1. Adoption of new technology — using better, more advanced methods of production to raise output and productivity.
  2. Change in social outlook — progressive attitudes, such as recognising that women should have the same rights and opportunities as men.

Where the apparent contradiction lies

Much new technology is labour-saving: a machine does the work that many people used to do. In a country like India, where labour is abundant and unemployment is a serious problem, replacing workers with machines can:

  • throw existing workers out of employment, and
  • reduce the number of new jobs created for a growing workforce.

On this view, modernisation (mechanisation) seems to work against the goal of generating employment.

Why it need not be a permanent contradiction

The conflict is not inevitable:

  • Modernisation raises productivity and output, and a larger, faster-growing economy can generate more jobs overall, even if particular machines displace some workers.
  • New technology creates new industries and new types of work (skilled and technical jobs) that did not exist before.
  • The social-attitude side of modernisation — for example, bringing women into productive work — actually expands the effective workforce and opportunity, rather than shrinking it. …
