A State Commission hears consumer complaints where the value of the goods or services paid as consideration exceeds ₹50 lakh but does not exceed ₹2 crore, and it also hears appeals against the orders of District Commissions within its state.

The Consumer Protection Act, 2019 establishes a three-tier quasi-judicial machinery for the redressal of consumer disputes. At the base are the District Commissions, in the middle are the State Commissions (established by each state government and ordinarily functioning at the state capital), and at the apex is the National Commission. The jurisdiction of each body is determined mainly by the value of the consideration paid — the amount of money paid for the goods or services in dispute.

The pecuniary (monetary) jurisdiction of a State Commission is fixed by the Consumer Protection Rules, 2021. A State Commission can entertain complaints where the value of the goods or services paid as consideration exceeds ₹50 lakh but does not exceed ₹2 crore. Any consumer dispute whose transaction value falls in this range is filed directly with the State Commission.

Under the Consumer Protection Rules, 2021 the three tiers divide by the value of consideration: the District Commission handles claims up to ₹50 lakh; the State Commission, claims above ₹50 lakh and up to ₹2 crore; and the National Commission, claims above ₹2 crore.

Besides this original jurisdiction, a State Commission also exercises appellate jurisdiction. If a party is dissatisfied with an order passed by a District Commission within that state, it can appeal to the State Commission within forty-five days from the date of the order. The State Commission then reviews the case on both facts and law, and can confirm, modify or set aside the District Commission's order. …
