Both properties trace back to the partially-filled d orbitals of transition metals: closely-spaced (n-1)d/ns energy levels allow variable oxidation states, and these same orbitals let the metal bind/activate reactant molecules as a catalyst.

(a) Variable valency (oxidation states): In transition elements, the (n-1)d and ns orbitals have very similar (comparable) energies, so electrons from both subshells can be involved in bond formation, and can be lost with relatively similar ease. This allows transition metals to lose different numbers of electrons under different conditions, giving rise to a range of stable oxidation states (e.g., Fe as +2 and +3, Mn from +2 to +7), unlike main-group elements which typically show one or two fixed oxidation states.
