Einstein's equation says the photon's energy splits between overcoming the work function and giving the electron kinetic energy; at the threshold frequency, all the photon's energy is just used up as the work function, with none left as kinetic energy.

Einstein's photoelectric equation:

KEmax = hν − φ0

where ν is the frequency of incident light, h is Planck's constant, and φ0 is the work function of the metal (minimum energy needed to just remove an electron from the metal surface).
